INNOVATION simPADU-PMI
(Integrated Information System and Service for Indonesian Migrant
Workers)

Placementâs
service of working abroad have several weaknesses such as complicated
procedures, high predeparture cost, not transparent, and lack of knowledge
about placementâs procedures. It urges government to improve service quality of
pre-placement document service that is considered complicated, access to
information is limited and dominated by brokers, high costs and not
transparent. That is the reason why some East Java people choose to work abroad
as non-procedural workers.
Numbers of
East Java people put their interest to become Indonesian Migrant Workers (PMI).
In 2017, there were 70.381 PMI or a quarter of overall PMI in Indonesia. In
2019, there were 62,34 percent of PMI in informal sector, whereby 74,83 percent
were women (37,85 percent with families and 7,60 percent divorced). Women
workers in informal sector are also vulnerable at workplace issues due to skill
incompetence, non-procedural works, criminal acts when returning home (3,64
percent) while the remaining were not recorded. Based on their return status,
515 women workers were unskilled and had issues with their employers. In 2017,
4.924 PMI were non-procedural workers.
To ensure protection of East
Java migrant workers, the Manpower and Transmigration Service of East Java
Province has devised an innovative solution known as Integrated Information
System and Service for Indonesian Migrant Workers (simPADU-PMI). This program
innovates in providing access to work information, consultation on safe and
procedural works, simple and transparent document management services. As it
progresses, simPADU-PMI is developed to become East Java Migrant Care Service -
providing training and certification based on poverty data, security assurance
upon arrival at the airport until reaching home, retirement vocational
guidance, transit shelter facilitation and mediation, free ambulance assistance
as well as documents management using e-KTP access to reduce the risks of data
falsification. Information services are online-based, mobile units are deployed
to reach remote areas, while podcast programs are conducted to educate and
greet migrant workers abroad. On assisting to solve issues while working
abroad, simPADU-PMI creates an emergency call/crisis centre to immediately
coordinate with Ministry of Foreign Affairs, Ministry of Manpower and
Indonesian Migrant Worker Protection Agency (BP2MI).
Based on services and
development, simPADU-PMI has produced a decline in issues, portraying the
Government's alignment on the protection of vulnerable groups among migrant
workers.
The
tangible results of simPADU-PMI program are thestrongcommitment and service
improvement, efforts to empower and protects PMI especially vulnerable groups.
The significant changes include expanding information access to remote villages,
acceleration and transparency document process of PMI candidate, and reducing numbers
of issues at workplace, also the number of non-procedural PMI. It also improves
protection whenPMI returning homefrom airportuntil reaching home, and also enhancing
their competency and reducing cost burden from brokers or moneylenders. Through
one-stop services that has the status of a Corruption Free Area (WBK) unit, document
processing can be carried out in one day, while passport can be done within three
days and for new candidate it costs zero.
Through Jatim
Migrant Care program, it consists of training and certification program for PMI
and funded by regional budget of East Java province that minimize worker
placement cost around 14 million rupiahs per one from brokers and potential
deduction cost from PMI salaries.The quality and quantity of PMI training can
be measuredbecause it does not depend on issuance of job order duration, it is also
able toeliminate discrimination, violenceand exploitation in shelter, so PMI
candidate can be treated properly.Juanda International Airport is a safe place for
PMI to return to their home, thanks to our officer.Besides,there is avocational
trainingheld for PMI post-employment and families. In that program, they get financial
training and entrepreneurshipto plan and manage remittance effectively.
SimPADU-PMI is in line with
the agenda of promoting gender equality in public services based on Sustainable
Development Goals (SDGs) Target 5.1: to end all forms of discrimination against
all women and girls everywhere, and Target 5.2: to eradicate all forms women
and child violence in public and private, includes human trafficking, sexual
exploitation and all forms of exploitations.
SimPADU-PMI also reduces public
service complaints to 50 percent and PMI women from 14,26 percent in 2018 to
1,73 percent in 2020.
This sustainability program
will be supported by Regional Law 2021 on the Protection of PMI and Families. It
also needed to strengthen law enforcement and implementation, to eradicate brokers,
and the chain of human trafficking. It can reduce recruitment cost around 5
million per one. There isalso training cost and certification around 9 million
per one for PMI candidate that funded by regional budget. For this reason,
synergy is needed among Desa Migran Produktif program by Ministry of Manpower
RI, village heads in migrant enclave, also non-government organization.
Inter-institutional synergy
and dissemination of information is kind of lesson learned from implementation
of simPADU-PMI public services that promote gender equality and empowerment. In
the end, simPADU-PMI encouragesPMI placement and protection service that easy, safe,
and promotesskill enhancement and optimum protection. The role andcommitment of
East Java government is very strong to providepublic service quality better.
